Shell Gas stations and Debit card Holds!

I stopped by the shell gas station (1190 Crater Lake Avenue, Medford, OR 97504-6242 ph: (541) 770-9104 ), to get $10.00 in gas. When i checked my card, they had charged $74.00. I called them and learned that this is a “Hold” placed on certain debit cards. This amount is set by the bank and that I would have to wait up to 72 hours for this to be returned. Ok, but without letting the customer know? The service guy says, “It is not our responsibility to let you know, it’s your banks.”, when I questioned why they wouldn’t warn the customer or let them know somehow he promptly said it’s “On the pump”. Here in Oregon you do not pump your own gas, so to get out and look at the pump isn’t something that is done. So, i explained that this was poor service, he said, “I got to go.” and hung up on me.
So, is it your bank doing this? is it the responsibility of the bank to let you know?

So, if california is mandated by law to say, then why not oregon? Why hasn’t the banks done something?
I figure it’s making money for somone somewhere while we the consumer get it in the, well, you know.
